About the Case:
On the afternoon of December 2, 2004, a motorist merging onto Route 58 bypass at Wilroy Road, observed a body on the ground about 25 feet off the highway and immediately called the police. Police found the female deceased. She was later identified as 22-year-old Porcha Emm Banks of Portsmouth. Banks frequented the Oceanview area of Norfolk.
