On September 6, 1996, at approximately 5:45 p.m., Waverly Leroy Cameron, Jr. was found deceased in a wooded area on Interstate 264 at the Effingham Street on-ramp in the City of Portsmouth. The victim died from a single gunshot wound to the back of his head. According to the medical examiner, the victim had been killed approximately one and a half to two weeks prior to the discovery.
